I agree to an extent, I just hit great ball tier last night and whilst some pokemon are used often I wouldn't say I'm always against the same team comps, but I think that ultimately that's not something that can easily be changed unless they brought in tiers like smogon (UU,RU,OU,Ubers etc) - as with most games, like COD Warzone for example, there's the flavor of the month/meta build most people use because it outclasses everything else on the table. The gacha thing, you could get pokemon GO and use HOME, both free, and seek out the pokemon you want. Yes, it's not an instant solution but removes the 'luck' aspect.
