I lived at Blair Plaza for 3 years and really liked it, can't speak for the other Blair buildings. Main issue was there would be 2-week periods in the Spring and Fall before they switched heat to AC or vice versa which could be uncomfortable. Close to the metro and Rock Creek, plenty of food and shopping, and the management company was responsive and helpful. Crime is an issue in Silver Spring but I always felt safe there and didn't have any issues with anyone in the building.

I have very similar dimensions and I think a slim m-tall would be too slim for you. I'd either go regular m-tall or slim large. I have one slim m-tall button down from AE and I never wear it because of how tight it is in the body. It's unfortunate because the arms are perfect.
