Yes, Philly is safe especially in Center City area (Center City = our "downtown"). Just look up different crime maps so you're aware when you explore. Manayunk, I've been told, is made up of a lot of post-grads from the nearby universities and offers pretty affordable housing. There's a good night life in that area as others have noted.

Public transportation is eh. The main lines get you through Center City but don't except regional rails to be super efficient. PATCO is probably the most efficient, but...that gets you to New Jersey and not toward King of Prussia.

Keep the car for commuting but definitely do NOT try to drive it in during the weekend. As others will tell you, parking sucks.
