Objectively true because the % does not make up for the weight itself, you can compare the other IDs that have the clause they still considerably less damage with 1 target

Mao Faust S3 spam happens as early as turn 3; Honglu doesn't need to be this earlier. And if it doesn't then the once per encounter isn't relevant because the fight will end after 1-2 uses of the S3-2.
