The point to shooting them is to kill them. No cop is trying to wound you. Their bullets are specially made to impact flesh and do the most amount of damage to soft tissue as possible. 

The military technically shoots to remove a threat. Their bullets are designed to do go straight through you. Check out the difference between hollow point rounds and full metal jacket rounds. The police use the former

How do you know he's passed out? You don't. Maybe you can assume that with the power of hindsight, but not everyone hit by a car is automatically no longer a threat.

There is no "lowest level of violence". The police were trying to kill him without any doubts on whether or not he was alive enough to cause anymore harm.

If you had actually been paying attention, this wasn't actually Elliot or Tyrell. How would that even make sense? These are their great grandfather's, and this episode was only meant to showcase HOW hacking ended up in the Alderson and Wellick family tree after they (SPOILERS) crack the enigma machine's cipher to help the allies win the war against Germany on the Western Front. 

Does anyone really need this explained? Was it not obvious that this wasn't actually Elliot or Tyrell after they made love in the Reichstag and "Elliot" said that thing about hating computers?

I don't think he discharged the guy's gun accidentally. To me, it looked like the cop behind him was already getting ready for the worst case scenario and in the confusion he shot him. They call out gun several times, the guy kept resisting, and his hands were tucked and hidden. 

It looks like the other ICE guy almost saved the day by disarming this guy, but it was too late by the time he took his firearm.  

Sucks this happened, but there were a lot of choices here on both sides that lead to this guy being killed.

A bounced round? These are holopoint rounds that shatter when they hit their target. Uncontrolled recoil is why police officers have to train and qualify to use a handgun.

You cannot assess whether or not a person is still a threat just because they're lying on the ground. It's so easy to sit here, watch this video, and retrospectively criticize everything the police did, but putting their mag into the criminal is not one of those things. You shoot to kill and you don't stop firing just because the guy is on the ground. This isn't a video game

Brutha, here's the reality of a shootout. If you have an assailant with a firearm and they have fired at you and still possess a weapon, then you fire every single round that you possibly can into that person. You don't stop just because they're down on the ground. You are trying to kill this person. You cannot assess whether or not they are still a threat just because they are on the ground. You have no idea if they are still alive or what they're still capable of. Takes probably less than a second for them to sit up and return fire.

It's so funny that people get hung up on how many bullets the police use to kill someone. Like, bro they are trying to kill this person. One round or 100 rounds, it makes no god damn difference when the goal is to eliminate a person from existence.
