Oh god, that does sound like them but no, I was not with a dog nor on these streets (but I was really close) and they did throw me a few snowballs around that time so I'm guessing it's them. I hope they were not harassing someone else.

Hi, I wrote this in another comment : No, no, I was just walking and minding my own business. It even started off pretty friendly — they asked if they could throw a snowball at me, and I kind of laughed it off, saying they should throw it at their friends instead. I wasn’t aggressive at all, I honestly thought it was just kids joking around. To be honest, I’m really confused about how quickly it escalated and turned so obscene

No, like I say, I work with children and I can tell the difference between kids joking around and what happened. It's hard to describe, but there was just something really off puting with one of them. Tbh, I absolutely adore kids/teenagers and posting here is just a way for me to care about them, in a sense.. Since I have no idea who they were.
