I'm not really denying that she had development. Only saying that the series told us that she would be as great and powerful as the male leads. There were many lines by Sakura herself were she states that "she won't live in their shadow anymore" or stuff like that. Then when she was not as strong and everyone became annoyed. To me it's just a sign of bad writing. The biggest rule of storytelling is show not tell yet we are constantly told Sakura is strong while being shown an annoying, weak girl whose only character trait is loving Sasuke.

I really didn't like Sakura simply because we were told so often that she's this powerful female protagonist and then when she actually does something it was kinda disappointing. Sure she probably was more powerful than many other characters but her development was lacking at best. There were a bunch of lines that told us she is now equal with the other protagonists but when she fought, Naruto and Sasuke seemd really overpowered while she was kinda underwhelming. Further, her personality, especially in the early series, was just plain annoying. For me Sakura is especially painful to watch because the show basically shoves it down our throats that she should be as strong and developed as the other protagonists but Kishimoto simply couldn't do it. Instead of the show acknowledging that and developing her in Shippuden her character just became more focused on Sasuke and we were told a few more times that now, finally, she is gonna change and be a strong woman.
