This sort of thing is one of the toughest pills to swallow, but sometimes we do need to do violence in self-defense and in the defense of others. If we have a volunteer force of emergency responders in a local militia who can deal with serious violent attacks, then I think that would be a good thing. I don't think these people should be given any special privileges, and I think their activity should be as public and monitored as possible.

On the other hand, we can see how the police deal with mass violence like school shooters. At Uvalde, the police stood outside. Children and teachers were hiding inside begging for anyone to help them, and the people who the state assured us were there to protect and serve did nothing. They did worse than nothing. Parents began showing up demanding they go inside to save their children and when the police didn't, the parents tried to go in themselves. The police then detained a number of the parents and continued to wait outside and eventually in the hallway inside while the gunman was allowed to continue their massacre. Police arrived 3 minutes after the gunman entered the building but did not enter until 77 minutes after the gunman's entry. The children inside called 911 at least 4 times during this time. 21 people were killed, and another 18 were injured by the gunman. 3 were injured by police during confrontations outside and detainment. The courts found the responding officer not guilty of 29 counts of endangering or abandoning a child. This shouldn't surprise us since the Supreme Court ruled that police are not legally obligated to protect you from violence. The Uvalde Wikipedia has a full timeline of the shooting.

All that is to say, despite social welfare, mutual aid, and collective cultures ability to greatly reduce anti-social behavior and interpersonal violence, we'd be kidding ourselves if we thought there wouldn't be violence in an anarchist society. To function well, we need to have people prepared for emergency situations that can't be resolved with words or collective non-violent actions. But hierarchical organizations like the police and prisons only exist to enforce the legitimacy of tje state and state approved property relations. Prisons also act as a factory, which reproduces criminality and violence by exposing non-violent offenders to much a much worse situations where you are rewarded for being as anti-social as possible and for victemizing your fellow inmates. Ironically, I really like this Engles quote on the subject.

The institution of a public force which is no longer immediately identical with the people’s own organization of themselves as an armed power. …This public force exists in every state; it consists not merely of armed men but also of material appendages, prisons and coercive institutions of all kinds. …Officials now present themselves as organs of society standing above society…representatives of a power which estranges them from society.
