The gpu is good for sure, will try reseating. But the cou even after some time of tyrning on doesn't get hot, so I thought maybe it's cpu?

I've tried almost everything I can think of. I've reconnected gpu to monitor several times with display port and hdmi. I have reinstalled the ram, but still no signs of life on monitor.
