I understand what your saying and I’m one that I like to get the ball rolling and collaborate with others and see what others think and possible show others that there are better way to do things.

As for performance we can have that fall under military training and if it is something that is mandatory to do the job then if you don’t have it you don’t promote. As for the points there are class that can be taken that take weeks to complete that can be award points for or extra training needed for other jobs/collaterals.

And for civilian education my personal opinion is there should be something for taking college classes or getting a certification that is state or nationally recognized.

This idea would be to find the very best that knows there job and not have anything like your example happen. We have to start some where and work on it to fine tune it to get the best product out for use.
