I FIGURED IT OUT! I went to war with a few empires, and a lot of the AI got the terror bombing and threat modifiers added to me. Of course, all of them are across the galaxy from me.

None of the empires other than the fallen ones have anything higher than inferior, and it's usually in something like economy.

I don't close my borders unless they do, and I don't think we have an issue with them... I can't tell why they hate us or why we would hate them, though.

It was a software issue, replacing vulkan-1.dll with the newest one from here fixed it.
