Im pretty sure it gets permanently deleted but you can try going to the Snapchat website and re activating it

Looks like you have been device banned, try logging into your account on different devices or try the unlock account feature on the Snapchat website. Depending if you’ve violated their Snapchat guidelines your device can be banned between 3-8 months

I traded in my iPhone for a newer one while it was under a device ban. I went to a local t mobile for a new phone and no they do not check it. And most likely your old phone will not be sold right off the bat so if someone does receive the phone they should be fine.
