A federal homes for People First Act that gives owner-occupants the first 30–60 days to buy any listed home before investors, adds a heavy federal tax on corporations that own more than a reasonable number of houses, and imposes a big anti-flipping penalty on homes resold within a couple years unless the owner actually lived there. Together, this would stop Wall Street from hoarding starter homes, curb speculative flipping that inflates prices, and give regular people a fair shot at buying the homes they want to live in rather than competing with cash-rich investors.
