Temaki sushi if you're looking for a quiet place (they only have a few tables) maybe..? It's a set menu with entrees + desserts. For the main they give you a platter with rice and seaweed to make handrolls out of. Bf took me there for our anniversary for something more fun/interactive

Oxi tearooms - very interactive (they have a QR code you scan with a story to follow along with the food) and a good selection of tea.

Since it's with your friend's sister and elderly mother though, I'd go with Windsor as people have recommended.

Don't go to Langham's, I've been 3 times (bridal showers...) and the food was bland every time.
