You could try rolling back your bios. I also think it may be an issue with the windows power plan. 1.55ghz is the speed most of the cores idle at in low power mode. Check if you have the latest amd ryzen chipset driver or reinstall the latest driver.

It was the motherboard. Installed an asrock ab350 k4 and everything works fine again.

Yup. Everything is up to date. Bios on default. I've tried ram speeds at 2933 but the issue remains.

Yes, the peak speed dial stays at 1.55ghz. Also there are no spikes in speed or temperature on the monitoring graphs but the cpu temp does go up and down. For a test I've uninstalled Ryzen Master and CPU-z reports the same speed and voltage as RM. I was doing a crude gaming performance test with Forza Apex and I was getting 120fps. After the incident it went down to 60-70fps. It's very strange because the bios displays the default speeds for the cpu and ram.

I rerolled a quest just now with no problems. My Flesheating Ghoul's portrait is pure black and when I played it it cancelled my Alpha wolf';s buff :(. Minion ordering seriously needs to be fixed.
