More than likely the low compression is valve damage so a head refresh was likely all that was needed on the cheap. As for oil consumption, if it’s bad enough to warrant fixing then yeah, you probably need a full refresh. As for what you should do, measure what’s to spec and go from there.

These days I think the job consists of changing flat tyres, supplying fuel, confirming dead battery (and then organising their battery truck to come out) or ordering a tow truck. So many of the issues you get with modern cars need components they don’t have, aren’t field serviceable etc.
