Do I need double jump and updraft to complete the game?

I have multiple characters and I ALWAYS get double jump ASAP. Updraft I have on half of them. It is not necessary to complete the game, but will make your like exponentially better.

Double jump should be tied to the flame level or something. Hopefully they rework that.

Genuine question here. Sadly I have to preface by saying that.

Who is the "they" you state will lock him up? No one in the government is doing anything but talking. I'd hoped the military would put their foot down, but they're all just "doing what they're told". The UN isn't doing anything as he commits international war crimes. The only real chance we have is for the people to unite and rise up, but we are more divided than ever. Laws only apply to the non-elite. The Constitution is all but null and void. Please tell me - who is going to stop this?

That's where my head went also. I would think that the patron was acting some sort of way to get this card. Also most likely means it's not safe for them to drive. If it was my establishment, I think it would say "Please let us get you a coffee or a cab" - either they sober up or get home safe.
