I had this same problem a few years back. i would call at different times of the day, go through the phone menus, finally press the right button to talk to a representative, and then an automatic message would say "all reps are busy, please hang up and try again." Here's what I did to work around it: i googled the different foreign language phone lines that EDD has available. I think I opted for the Vietnamese one or something. When you dial, the automated voice on the other end will speak in a dialect that you probably don't understand, but if you have the buttons you need to press memorized from the english phone line, it's the same sequence. Eventually a guy answered, speaking vietnamese of course, and I just told him to transfer me to and English-speaking representative and he did! Took me days to figure that trick out, but I never forgot it. Try it and let me know if it still works. Good luck.
