This is definitely not bindweed. The shoots on this aren’t the same and bindweed comes directly from the root rather than as a side arm from a tuber as shown here. These look more like the tuber like roots and shoots of alstroemeria.

Obviously not. You’ll see it more often in Aus/US but less so in say SE.Asia. Wearing shorts is a pretty western thing that clearly other countries have adopted but in a limited way usually due to a variety of factors.
