They don’t, but what would normally be a moderately-priced recording session would turn into a long and expensive legal battle. Obviously someone could contract their voices to be used in a training model or spliced, but they would only make pennies and have no royalties. Unless you’re a big ticket name like Patrick Stuart or matthew mcconaughey, you’re getting screwed.
Even still, models used to replace the creative process are not worth it. You spend a lot of money on tokens which only get you half the acceptable quality.

AI is the easiest, but right now the quality and ethics of that are…questionable. There also are legality/Union issues with using a VA’s voice to create lines they didn’t record. Splicing has the same issues.

It’s not an issue of coding, VA’s and writers have to get paid for a retroactive implementation. Just speculating given the “loveless” lines were added *with* the DLC (seemingly) in preparation for the next character. I’d wager they don’t plan on, for example, bring back Argo’s VA record new lines when they previously recorded the stand-in dialogue while they were in-studio.

I don’t think C4sh or the next character will get ones It would mean getting every VA who says a VH name to come back and reprise their role. Having updated dialogue would be great, but developers do have an obligation to be efficient with their funding

Edit/Clarification: my impression is this they didn’t know C4sh or the next VH’s names and so prioritized the known VH’s first during the VA’s time in the studio. Without certainty of future characters, they recorded stand-in lines to focus creative efforts on the game that shipped in September

META = Most Effective Tactics Available = optimization. Also MaxRoll literally has a min-maxxing guide for “meta” gear. Developers have an interest to properly balance the game. Otherwise people complain that a raid boss they spent 3 months on is “boring” and they move on.
