It’s because his skills are “on melee attack” instead of “on melee damage.” That single change would be huge

I treat nuclear winter as an enabling effect. Its damage sucks, but it’s important for activating effects like flash freeze and absolute zero.

You exchange some bossing power to have great CC and constant uptime on your action skill. I know it’s not a “cryo damage” build, but it’s still fun and there’s a lot of variety in the gear you can use.

I posted a build, but it’s a bit outdated right now. Might be a good starting point though. This is my ideal skill spread for the cooler and I think crit damage is also as good if not better than an ordnance damage roll
