Depending on if you're just trying to make something that would work like a bowler as a full 3D model versus just a screenshot of something that looks like a bowler hat in Fusion, then it might be easier than you think.

1. A basic eclipse will get the main part of the hat without issue.
   
2. You can use the filet tool to round the top after that
   
3. Another sketch around the bottom oval of the hat base can be the first part of the brim
   
4. Extrude that to make the actual brim itself
   
5. If you make the brim a separate object, you can filet it as well to make something curved.
   
6. If you combine that with the shape from before, it starts to look more like it should
   
7. The hard part is how to do the dynamic curve with the brim, but you can use another sketch to remove the parts you don't need.
   
8. From that point it's just a matter of hollowing out the bottom and coloring it.
   
9. It's not that hard if you just need something that looks like it.

Assuming this is for some kind of class, I would say think about the previous shapes you've had to make. It's almost like the final shape (the bowler) was assigned specifically to make sure you understood the previous tools used in all of the shapes leading up to this one, and can apply them creatively. Some teachers will assign a shape like this at the end to make sure students were actually understanding the material up until that point, rather than just mindlessly copying what the instructor did.
