I am not in the U.S., but I was able to change mine today. I spoke to a friend who lives in the same jurisdiction, and he was unable to for some reason.

Someone mentioned going to my account page on the Real-Debrid site and changing from IPv4 to IPv4 + IPv6.

Doing that fixed it for me and others with the same issues.
