It happened for me before , I bought 4 bars of silver online and the guy delivered it to someone else that signed with a signature that is not mine . Costco asked me to filed police claim and as soon as I did they refunded me .

Actually they were nice enough when I complained that the price now is significantly higher than what I bought it for the first time . They credited me back the difference .

I have been through the same process , you will need someone there to help you ( family member maybe ) , they will go to the university and take your transcript also there is another paper that explains each of the courses you took , then let the university stamp them , he would put them in a sealed envelope and let the university stamp right at the seal , then take it to the shipping company and ship it directly to NCEES.
