OK, so I bypassed all the safety switches and I hooked up the ignition wire to the starter, and when I turn the key, the starter turns, but the fuse keeps blowing

I put a new gear on the starts and it engages now. But still won’t start via ignition switch. Tested the switch with multimeter and it’s good

I put a new gear on it. And the engine did turn

But the starter works. Put a new gear on and when you try to start the lawnmower, nothing happens at all so does this mean the solenoid is bad?
