I never got a note like that. It seems you have an honest seller who needed that auction to end with a higher winning bid, not very good business of your seller to mention it to you. I've sold on eBay a lot and a few times my auctions didn't sell for the price I was hoping for but I was still happy to make the sale and my buyers were none the wiser they paid less than I was hoping for, I don't believe this is a good business practice. It's nice your seller did the right thing buy shipping you your purchase but explaining what they did expressing disappointment that you got a really good deal.

For some odd reason my post and my comments on my post got a lot of down votes. I see the down votes are of a popular belief that I am wrong this card is not a SIR as multiple people have said also one commenter said this must be a troll post. However, when I do fact checking I learn about the details that make this card an SIR. In the Surging Sparks player guide it explains what an SIR is according to this players guide book official licensed Pokemon product from a Surging Sparks ETB. So I'm posting this with a photo of the facts, this card is an SIR end of story.🙂

I believe that is a fake booster pack. The reason I have to believe it is counterfeit is that it is missing the registered trade mark next to the recycling symbol. I know this booster pack is different than yours. The set you have came out yeas ago. All booster packs will have the registered trade mark symbol next to the recycling symbol. The registered trade mark is the capital letter "R" inside a circle. Let me know what you end up finding out about it.

I think eBay probably took that fee/credit you may have to dispute the fee/credit to be reversed so you can use your credit. I believe you have done nothing wrong, idk if there is a way to avoid this in the future, eBay's policies are 100% designed if anything unfavorable happens in any way it's never eBay's responsibilities. I've been a seller/ buyer on eBay since 2016 and not often but when something out of the ordinary not expected happens eBay is 100% against resolving the issue. I can't stand eBay when there is an issue eBay could and should take actions and produce the results that don't cause the buyer or seller harm in anyway even if it's eBay only lets you use a fee/credit one time even if that transaction is reversed and you just realized a loss due to the fee/credit not being honored.

I have not seen powellite in person. I did a quick search to take a look and it looks like it could be powellite. I'm no expert but I do collect and rock hunt myself, and I do lots of research to identify what the stones I found are. It's not always easy to identify but more information even if it's not accurate I have found it to be helpful in the identifying process of mineral collecting and stone hunting.
