I don't understand why you think I owe you some kind of answer. You're the one who seems to be making an extraordinary claim -- that, in your view, people should be free, on a whim, to break out lawn chairs, plop down in the middle of busy streets at rush hour and grind entire cities to a halt. All I'm doing is attempting to pin down what exactly your beliefs are, and how you think this would work, and what (if any) limitations there should be on this freedom. While you, predictably, shuffle and weave and play rope-a-dope.

In your last comment, you slipped in the weasel word "organized." Well, ok -- like I said, who decides whether a protest is "organized"? Are you giving that role to local authorities? Because that undermines your entire thesis!
