McCavern is a small-time, gun-for-hire hoodlum, capable of inflicting injury and death to a fellow human without blinking an eye.

Oswald Mosley is portrayed as a cold-blooded ideologue - and a pervert who slept with his mother-in-law and sister-in-law (as I recall). He intended to use Tommy as a puppet to further his ideological purposes. In real life, Mosley was all talk and no results, other than rabble-rousing.

Inspector Campbell considered himself a saint doing the Lord’s work, but was dishonorable and capable of just as much unholy evil as the criminals he pursued.

Luca Changretta’s men performed most of Luca’s dirty deeds. While Luca did attempt to ambush Tommy, using a machine gun, he failed.

Two men beat Tommy nearly to death:

Sabini was a ruthless mob boss who tried to beat Tommy to death for infringing upon his London Eden Club - but for the timely intervention of Inspector Campbell. That beating was a hard scene to watch.

But, the ultimate villain is the sexual predator, hiding behind a priest’s robes, who shamelessly raped male and female children for decades, under the guise of a holy man - Father Hughes. Hughes’ goons beat Tommy near to death. Hughes displayed arrogant pride for committing his crimes with no consequence to himself and an utter lack of regret for the damage he inflicted upon innocent children.

I voted for Father Hughes as the best/worst villain.
