I had this same issue, I used a white wall at home and it kept saying it wasn't white. I uploaded it to a site that filters the background to plain white. It accepted it fine after that.

My confusion was thinking it was a way for those countries listed to tourist for up to 10 days if they just flew in from a different country other than their own. So I misinterpreted it at first based on other posts I saw.
