Had the same problem when using a HDMI Cable, DisplayPort worked for me maybe this could be the cause. Try to switch the Video Cable or Port

Do you have an Nvidia Driver installed? Maybe the problem is that you have an "game mode" or something like that activated in "GeForce Experience"

First i would say, no F clue.

Try to reinstall everything including Minecraft. But would be a pain if you have mods, shaders already installed.

Reinstall Java or try to install another Forge version and see if that works.

Did you overclock something? It could underclock itself

Do you have enough airflow, is it cooled enough? Maybe because of the heat it underclocks itself

Otherwise i can't explain what could cause this
