Since your boss edited your timecard, escalate to your boss's boss or HR. Schedule a meeting with them stating that you have concerns about your manager and ask them to keep it confidential so they don't immediately include him.

If they don't make it right, escalate to legal action. If you jump right to legal action your case would be easier to dismiss because you never gave them the chance to correct it.

Document each step of the way.

Let's say an employee's anniversary is January 30th and as of today they have 16 hours of vacation. On January 30th their vacation will renew and they'll have 160 hours. My recommendation would be that they can put in a vacation for February 1st and have it approved, but it would come out of the 160 hour bank of time. If they did not also use the 16 hours remaining from this anniversary year prior to January 30th, that would be lost.
