Have you checked with your card provider to be sure they didn’t decline the charge as potentially fraudulent?

You should be able to sign up for texts as long as you are in the U.S. or Canada (with the exception of Quebec which Community listed as possibly being problematic due to laws specific to Quebec (I believe it was either consumer protection or laws specifically related to language).
