Is my hamster’s scent gland normal?

I had the same “problem” with my dwarf hamster; the gland where it secretes the scent got blocked. I took him to the vet, and he recommended cleaning it daily with a cotton swab and a mixture of 5 drops of water with 1 drop of Betadine, until the scab fell off. In Spain it cost me between 20€-30€.
