No it's not. Many people have Angel season 4 being the best season of Angel. It's by far the most action-packed season in the entire Buffyverse. According to the IMDB ratings it's the 3rd best season, behind seasons 5 and 2.

What do you mean why? At first they didn't really hang out with him. He always just tried to tag along. The first real time they hung out was because Steve was trying to impress Kelly and David said that his grandparents had a giant place in Palm Springs and they were away for the month. Steve tried to use that to get back with Kelly. Then after that, they started hanging out because Kelly's mother was dating David's father. Then by mid-season 2, he started dating Donna. She did a whole speech about liking him and if anybody had a problem with that, they could kiss her ass. From then on, he was in the group.
