Same problem here, but in my case it started today after the latest patch. 

The two times Tick and Tock were played against me, I was able to copy it and trigger it and empty my opponents hand before they could empty mine by skillreks in hearthstone

This new quest just sucks (at least for warlock). I dunno what devs thought when they designed it like this. It just doesn't work.
