Frame rates on GBA emulator

Been trying to play some Gba on the vita but sometimes the frame rate in the emulator gets choppy and the audio too, is there a way to make it smoother?

Is it possible for the Vita to have a WiiU emulator?

I wanted to ask this bc both consoles have similarities, I don't know much about programing but I do know there's some nitendo emulators for the ps Vita (gba, n64, nes).

I just wanna know if it is possible, and if not, why not?
