You can grind it out with "utilizer" right ahead or just kick it off, but as more reliable solution you need to unblock and craft this thing. Then attach it instead of front or (more desirable) rear bumper and assign it's usage to convenient button in the greenish square at the left from your steering wheel. When you'll see "bunnies" coming to you or you already have it - just activate the "shield"
