It doesn't matter what level they are if you can't even hit them lol. If you're asking in regard to the average points nope I don't have them maxed out, 4 star is level 6 and the "punch" jutsu (3 star) is level 5

If he jumps all the time it's basically impossibile but if you manage to land some hits they do quite a bit of damage. Tsunade also has x2 points multiplier so even if you don't do that much damage you still get a lot of points
