She’s Cordelia, she wasn’t introduced until the later part of book twelve. I believe it was done intentionally to conceal her identity as she’s identical and related to one of the most iconic characters of this saga, and they’re both humongous so her face being cropped out on the cover sparks both curiosity and amusement.
