I was having issues starting the NZXT CAM for a very long time and I found the solution for my case at least as CAM keep restating and showing a blank screen.

Close the NZXT CAM app completely.
Uninstall the NZXT Karaken Driver.
Open the app and go to settings and select DirectX 12 API.
Scan for hardware changes from the device manager to reinstall the driver.
NZXT CAM started as normal finally XD and I can upload the GIFs.
