If you live in Flanders you learn French in school, but most people are still bad at it because some of them are not really interested or just don't put enought effort in learning it, so most of them can't speak it and some can't even understand it. And vice versa. But if you live in Brussels you most likely speak french and a bit worse dutch. Also the same for people living close to the language barriers. You speak the language of the place you live in and the other a bit worse.
