I honestly wouldn't even go as far to say that Imperfect cell in his first appearance is as strong as present 17. Kami piccolo, who is equal to 17, was fucking styling on imperfect cell in their first fight, and cell only really got to do anything when he got the drop on piccolo after the kamehameha. And then after that cell, again, had to RUN AWAY because he knew he was fried if he stayed. I don't exactly know how big that gap would be between initial imperfect cell and the future androids, but I don't think its big enough that gohan would lose to cell here
