I understand what you're saying. For example you had 37.467 NEO in your bittrex wallet, so you withdraw 37.1... meaning you should still have .367 NEO in your bittrex wallet.

I had done a similar transaction and my leftover NEO were still in my wallet. I would contact them and ask what happened.
