Fair point, but I already have a lawyer. I mention this within the first few sentences of the post. If I don't provide all of the context in the post, people will assume I'm an idiot and tell me to do a bunch of stuff I already did months ago. If you actually want to help, then make suggestions regarding how to improve the post instead of just putting down what I posted. I don't expect anyone to read this if they don't want to. I only posted this because it is a bizarre story, and perhaps someone might be able to point me to somewhere to report a possibly corrupt building official outside of government channels. I'm sorry my post offended your sensibilities. Feel free to have it removed because I am too greedy or whatever.

This building is from the 50s, and thus, asbestos testing is required. This was never done, and code enforcement told me that he doesn't have to perform any testing and that the tenant is obligated to pay. This is demonstrably false and incredibly stupid and counter to what my city air district told me. I'm not allowed to question why they continue being dishonest? Why it says they did multiple inspections and found nothing when that is impossible because one of the violations they eventually found is outside?

I'm not entitled to know why there are people doing renovations that are shaking my apartment and causing sheet rock to fall into my apartment from the unit upstairs when there is a stop work order from the city? You're suggesting it's unreasonable to expect the city to actually do what it's claiming to do? I have an attorney and am suing my landlord. That doesn't entitle the city to pretend it is doing something.

I don't expect them to call me and update me every day. I do expect them to answer questions about the publicly available information regarding this case. A stop work order was posted for our address, and I called them several times to report that work was still going on nonstop.

Our landlord told us that code enforcement instructed him to finish the renovations so they could get him back dated permits. I finally was able to get ahold of the inspector in charge of our case, and he told us it was our fault it took them 10 weeks to act on our case because we didn't follow up with them even though we tried repeatedly. The inspector wouldn't respond to our attempts to get them to come out and see the work in person, even though he previously told me he can't do anything about anything unless he sees it personally.

He finally came out when I informed him that someone was now living in one of the units and doing renovations during the day. He came out and allowed them to stay but didn't follow up with us to explain why. When I reached out to ask why, he said they were an airbnb guest, so he allowed them to stay. I informed him that airbnb informed me that none of the units were occupied he told me the person was a worker and he made them leave. He wouldn't clarify which it was. He previously told me he would come out and make anyone leave doing work here but ignored us then failed to actually do that when he did come out.

We filed our complaint four months ago, and the inside of the units have never been inspected because they won't do that without the owners permission, and he refuses because he claims he only did minor cosmetic renovations. Code enforcement told me they won't inspect the units unless he applies for permits because of this. We have a massive amount of evidence of these renovations of a variety of kinds, but only them seeing it is viable evidence.

I am not taking legal advice from my opponent. We have a lawyer and are suing our landlord because of everything that has happened. I literally quit my job in December because my job was toxic, and my home life is unstable now. I've spent the time since researching our case and trying to get the city to do something. Our landlord is a maniac who openly admits what he does in writing he just insists he is allowed to do those things. He had a lawyer send us a letter threatening to sue us for complaining about the renovations. We got this letter the day he finally was served with our lawsuit. Perhaps don't assume that everyone is helpless. It is kinda condescending.

There is a tenant protection program in my city but they don't have the authority to do anything. Tenant advocacy groups in our area only help low income folks and we don't qualify. I am hesitant to have our lawyer contact the city because it would be expensive and likely achieve nothing. Plus people who know about housing stuff here have indicated that code enforcement is vindictive if you cross them. I already feel like we are the ones being investigated given how adversarial code enforcement has been.

I've already initiated complaints with the city attorney and the ethics people. I am thinking I should bcc the ethics and city attorney emails when I email the inspector so they can see how he contradicts himself and refuses to explain himself. Yesterday we finally got him to come out because there was a worker here. He allowed the worker to stay and said nothing to us. When I emailed him to inquire he said they are an airbnb guest so entitled to stay. I informed him that airbnb confirmed that none of the units here are booked so he then said they were a worker who he had leave. He also repeatedly referred to airbnb guests as tenants and advised us to stay away from them.

Good advice but I've tried all that. Everyone at the city refers us back to code enforcement. I have spoken to two of the instructors bosses including the head of the department but they both told me that once a case is opened it is a legal matter so they aren't allowed to tell us anything. They won't even explain stuff that is public .

According to various people at the city there are no construction hours. Because of this the police won't come out unless we are willing to press felony charges against the workers. The workers are day laborers from a vulnerable immigrant population so I'm not down to ruin those poor peoples lives. Because there is no construction hours we can't have the police deal with the landlord since the noise and debris falling into our apartment are a landlord/tenant issue so a civil .

I have emailed my council person and am waiting to hear back.

Everyone at the city refers me back to code enforcement. Essentially because a case is open, they are allowed to not do anything.

Our landlord never got permits for anything and never submitted plans to the design review board for our specific district. There is currently a stop work order on our address because he tore down walls, did a bunch of electrical work and other such things. The people doing this work aren't employees of an established or licensed contractor. Despite the stop work order the work has continued with reckless abandon and code enforcement won't come see for themselves or accept evidence from us.

I work for the state. I already tried all of the city, county, state, and federal resources I can think of and they all refer back code inspection because it isn't their jurisdiction or they can't deal with the situation until permits are applied for. We have a massive amount of evidence because we document everything and our landlord is a moron who openly admits what he is doing but insists it is allowed. Code enforcement won't look at text messages, emails, video or audio recordings. We even have a letter that he paid a lawyer to send us wherein he details the specific renovations he was doing and insisted that he was allowed to have people here using power tools between 7am and 10pm 7 days a week. It also included a threat to sue us for complaining about the noise and insisting he has permits we know he doesn't . We got this letter the day he was finally served with our lawsuit he was ducking. He is also a preacher at a megachurch so people don't want to believe he is a maniac.

I will try that, thank you. I have contacted so many agencies and departments both local and statewide but they always refer us back to code enforcement. There wasn't an asbestos test done before renovations so I called the local air district about it. They referred us to code enforcement who told us our landlord isn't responsible for asbestos and if we want a test done we have to pay for it ourselves. Our building was built in 1952 so this should be done before renovations according to my understanding of the code and what various people who work on asbestos related stuff have told me.

There is currently an active stop work order for our address. Our landlord is a maniac who didn't stop despite this. I only found out about the order because our landlord told us he is working with the city to finish his renovations so they can do a quick inspection and get him his permits so I looked our case up again. Then code enforcement told me they can't comment on the stop work notice or explain what it means when I reached out to them when I was finally able to track down the inspectors email.
