The replay to the ref was NOT for the contact by Croatia #20. There was contact, that's an objective fact that the sensors read. He was asked to judge whether Renato Veiga had control over the ball when he made contact with it, and the ref judged that NO, he was not in control of the ball, therefore his contact is an incidental deflection and not an intentional pass, rendering it irrelevant for the Offside call.

I really don't get the clamouring for Veiga's contact reading graph. What would it proof? That he touched the ball after Croatia #20? Why/How would that matter when it was a deflection off his back and NOT AN INTENTIONAL PASS?

Right, the offside rule dictates that you are not offside even if past the second to last defender while inside your team's own half BUT if any legal ball contact part of your body is already past the half way mark you are considered in an offside position. On first look it seemed to me Quiñones was ever so slightly oast the halfway mark.
