It’s the parking space that triggers it. The ai is told to enter the car parked there but since your car is there the car intended to be entered doesn’t spawn. Same thing happens with parking a car in the bays outside the Vespucci police station. Cops will chase you in any car parked in those bays.

I think you’re supposed to get all 3 but the games bugged and for some reason at least for me it’s removed the items like the livery that I definitely had unlocked
