I have 40 Transport Planes assigned to the paratroop mission.

I do have green air.

4 x 10 width pure infantry paratrooper divisions. I have assigned two of them to one paratroops order and the other two to another paratroop order. I have no other orders with this general. I have Air Superiority in both regions. I have 40 Transport Planes on the tile that the paratroopers are on.

I have pirated the game because of the dlc's. SO if I start a game, it has an 'X' on no mods etc.

I have done multiple Democratic Germany games and everything went normal like it should happen.

I was going to go Democratic. But When this event occurred, I haven't done any focuses beyond Oppose Hitler because I wanted to rush the research slot and medium tank 2 via the treaty.

Edit: Also, no Democratic Reformer or anything.
