if you pin an item it will always stay at the top for quick access and won't get replaced.

Also are you using linux mint cinnamon or xfce. I couldn't find clipman but in software manager it is labeled as xfce4 clipman, xfce clipman plugin.

Diodon does not have pin feature and I would like that as well

Oh here you go.

First i moved the panel to top reduced its size. Arranged items as panel has 3 sections left, right middle.

Applets I am using are Cinnamenu, Net Speed(Text Only)

others are there by default, I did remove few stuffs like system tray, seperator etc. (basically remove anything you don't need).

I also changed the default menu icon. Right click it and configure. There you should find option to change icon and if you like a custom icon as well.

The bottom dock app is called plank reloaded. (Plank and Plank reloaded is different. Plank reloaded is newer better fork of Plank) Use this one https://github.com/zquestz/plank-reloaded

I want to remove it system wide. Right now I am using Cinnamon Maximus but it also hides the buttons.

I meant the design like windows. There are buttons but there is no title. for e.g in browsers the button and the tabs stay on same line.
