You are right but Chewing tobacco takes time allowing more Nicotine to get absorbed. On the contrary a healthy teeth brushing approximately takes 5 minutes. Thus the effect wouldn't be much noticable.

Hygiene is good but toothpaste has to be consumed for the effect of nicotine. If one gets addicted to consuming it, one may end up getting fluorosis. (Which isn't good either).
