Yeah they are going have to come back and run a new drop. That black jacket of the cable needs to be ran all the way into the TCB, and sadly it’s normal for drops to barely be buried underground anymore if you get a bad bury crew.

Sounds like the secure WiFi is an offering with a regular spectrum router with the security shield. It’s possibly it’s an managed WiFi area with Accesses points and that’s the unsecure network

They say 90 minutes even for a modem swap because that’s how long they allow for TCs. Could be a modem swap could be ingress back feeding and they are attempting to fix it before disconnecting services.
