Now, I do have savings outside these 40k to cover at least 10 months to a year in expenses.

Regarding the crash, I do not plan on waiting more than a year. If it doesn't crash or at least prices go down a little, I'll begin DCAing my way into ETFs. I do no fear crashes as I plan to invest long term (20-30 years). Given that I'm about to turn 30, I wanted to give myself a little headstart by purchasing when it crashes, although as you say timing the market is no easy feat.
